---+ On separation between Baseline-preserving and Baseline-violating proposal

At such time as the Shepherd deems that the necessary discussion has concluded, they shall gather and articulate all proposals to be put before the BPFK on the paradigm or issue, and divide them into Baseline-preserving and Baseline-violating. The two kinds of proposal are to be handled differently.

The criterion for which class a proposal belongs to is whether its adoption would force a subtractive change to the existing baseline --- that is, it would mean that some part of the existing baseline would need to be deleted or changed. This criterion is to be applied liberally: it includes invalidating an example sentence in CLL, for instance. It does not apply to Usage as distinct from the baseline. It does not apply to cmavo list keywords, which are not baselined.

Proposals adding new cmavo are not deemed to be Baseline-violating. However, proposals which as a result restrict the semantic scope of an existing cmavo, where that scope is clearly defined in the existing baseline, are Baseline-violating.

If a baseline-preserving or a baseline-violating strategy to address a problem are alternatives, and the BPFK is to decide between them, then the entire proposal is deemed Baseline-violating, and should be treated as such. Shepherds are reminded, however, that the BPFK is charged to prefer Baseline-preserving over Baseline-violating proposals.
